Last week, we explored how regulatory sandboxes can create a safe space for innovation in construction and in the SIRCULAR project. This week, we’re taking a closer look at the different types of regulatory sandboxes. Which one do you find most interesting for testing circular construction solutions?
1. Sandbox based on an exemption clause:
This type of sandbox relies on a specific legal provision that allows for temporary exemptions from certain regulations.
It enables companies to test innovations that might not fully comply with existing regulations but have the potential to contribute to broader policy goals like sustainability.
2. Consultation sandbox:
Consultation sandboxes focus on providing regulatory guidance and support to companies. Companies can seek advice from regulators on how to navigate the regulatory landscape and ensure their innovations comply with existing laws.
3. Coordinated and systematic regulatory learning:
This type aims to facilitate learning and knowledge sharing between different regulatory bodies. It allows regulators to harmonise their approaches and interpretations of regulations, particularly in areas where inconsistencies or regional variations exist.
4. Interdisciplinary sandbox for complex legal matters:
Interdisciplinary sandboxes address situations where innovations involve multiple legal areas or regulations. They bring together different regulators to provide coordinated guidance and support to companies, ensuring compliance across various legal domains. Example: An innovation involving AI in buildings might touch upon energy regulations, data protection laws, and building codes, requiring collaboration between different regulatory bodies.
